Windows server 2008 remote destop

I have a 2008 server that I can't remote into. The setting to allow people to remote into the server is on. I don't understand why it's not working. It keeps giving me a windwos cannot connect to the remote comptuer message.

Firewall turned on?
Go into services and see if terminal server features are started..
